The Medical and Dental Council is the statutory body established by law, under Part II of the Health Professions Regulatory Bodies Act, 2013 (Act 857), to secure in the public interest the highest standards in the training and practice of medicine and dentistry in Ghana.

Our Functions
The Council carries out its mandate through five core functions to ensure the highest standards in medical and dental practice.
Training Assessment
Evaluate and accredit medical and dental training institutions to ensure quality education standards.
Quality Standards
Establish and monitor professional standards for safe and ethical healthcare practice.
Examinations
Conduct licensing examinations to assess competency of medical and dental practitioners.
Registration & Licensing
Register qualified practitioners and issue licenses for the legal practice of medicine and dentistry.
Professional Conduct
Investigate complaints and take disciplinary action to uphold ethical standards in healthcare.
Continuing Education
Oversee CPD programmes to ensure practitioners maintain and enhance their professional competence.

Chairman
PROF. AGYEMAN BADU AKOSA
Prof. Agyeman Badu Akosa is a retired Professor of Pathology at the University of Ghana Medical School, a former Director General of the Ghana Health Service and Past Presidents of the Ghana Medical Association and the Commonwealth Medical Association. Prof. Akosa has special interest in Dermatopathology and General Wellness and speaks on Ethics and Professionalism. He is a Fellow of the Royal College of Pathologists, West African College of Physicians and the Ghana College of Physicians and Surgeons. He is also a Fellow of the Ghana Academy of Arts and Sciences and Commander of the Order of St. John (UK). Prof. Akosa is a recipient of the Second Highest National Award, the Companion of the Order of the Volta.

Registrar
DR DIVINE NDONBI BANYUBALA
Dr. Divine Ndonbi Banyubala is a Physician by primary training and also a legal practitioner. He holds a Masters and PhD degrees in Bioethics and Medical Jurisprudence from the School of Law, the University of Manchester in the UK. He has vast experience in healthcare Ethics and Law (Bioethics and Medical Jurisprudence), health policy, professional regulation, ethics education, research ethics and ethics governance. Dr Banyubala is currently the Registrar/Chief Executive Officer of the Medical and Dental Council, Ghana. A Board member of the Ghana College of Physicians and Surgeons (GCPS), a Board member of the National Health Insurance Authority (NHIA), and the Chair-Elect of the International Association of Medical Regulatory Authorities (IAMRA).

REP. FOR THE MEDICAL SCHOOLS
PROF. STEPHEN TABIRI
Professor Stephen Tabiri is a Fellow of the West African College of Surgeons, Ghana College of Physicians and Surgeons, and American College of Surgeons. He is currently the Dean of the University for Development Studies (UDS) -School of Medicine, a Professor in Surgery at the Department of Surgery at UDS-SoM, and a Consultant Surgeon at the Tamale Teaching Hospital. He is a co-author of 86 peer-reviewed publications in local and international journals. He is currently a Board member of the Medical & Dental Council, representing Deans of Public Medical and Dental Schools in Ghana.

Dental Rep
PROF. ALEXANDER AKWASI OTI ACHEAMPONG
Prof. Oti Acheampong is a distinguished oral and maxillofacial surgeon and academic, currently serving as an Associate Professor and Dean at the School of Dentistry, Kwame Nkrumah University of Science and Technology (KNUST), Kumasi. He holds degrees in Dentistry (BDS), Medical Science (BSc), and Law (LLB), with further specialization in Oral and Maxillofacial Surgery. He is a core member of the Ghana Cleft Foundation and actively engages in cleft surgeries, head and neck cancer care, medico-legal advocacy, and health education. Prof. Oti has authored over 30 peer-reviewed publications on topics ranging from orofacial clefts and maxillofacial trauma to legal aspects of dental practice.

ELECTED BOARD MEMBER, MEDICAL
DR. FRANK OSEI FRIMPONG
Dr. Frank Osei Frimpong is a licensed medical practitioner and emerging authority in mental health systems, currently serving on the Board of the Medical and Dental Council (MDC) of Ghana. Appointed in May 2025 as the youngest member in the Council's history, Dr. Frimpong brings a generational voice to the regulation of Ghana's medical profession. He is a practicing psychiatry resident under the Ghana College of Physicians and Surgeons and the West African College of Physicians. On the MDC Board, he is an active contributor to three standing committees (Practice, Penal Cases, and Continuous Professional Development), helping to shape frameworks for clinical standards, disciplinary procedures, and professional learning.

PA Representative
MR. APPIAGYEI BUABENG
Mr. Appiagyei Buabeng is a Principal Physician Assistant with the Ghana Health Service and the current Eastern Regional Chairman of the Ghana Physician Assistants Association (GPAA). He has served as National Council Member of the GPAA since 2019. In 2019, he obtained a Master's degree in Public Health from the Ensign College of Public Health. He is the CEO of the Mega Jesus Clinic and Project-Lead for the Buabeng Impact Lives Project, (a Public Health and Youth Development NGO). Mr. Buabeng is currently a member of the 11th Board of the MDC as a representative of Physician Assistants and Certified Registered Anaesthetics.

MINISTER FOR HEALTH’S NOMINEE
PROFESSOR JOSEPH YENSU
Professor Joseph Yensu is a distinguished academic and finance professional with expertise in corporate finance, development economics, entrepreneurship and public sector finance. He is currently an Associate Professor in finance and economics at the Kumasi Technical University. He was the Director at the Ghana Institute of Management and Public Administration (GIMPA), Kumasi Campus. Prof. Yensu holds a PhD and an Msc in Finance from the University of Southampton (UK), an MBA in Finance from KNUST, and a BA Social Science from the University of Cape Coast. Professor Yensu brings a strong foundation in research, finance, economics and policy analysis to the Board of Ghana Medical and Dental Council.

MRS. STELLA OTEMA BADU
Mrs. Stella Otema Badu is a Chief State Attorney with the Office of the Attorney General and Ministry of Justice. With 29 years of legal experience, she has served in both criminal prosecution and civil litigation, representing the Government of Ghana with excellence. She holds an LLM in Energy Law and Policy from the University of Dundee. Mrs. Badu has served on several key national boards and has been admitted as Counsel to the International Criminal Court's List of Counsel. She is a member of the Ghana Bar Association, FIDA Ghana.

MINISTER FOR HEALTH’S NOMINEE
MS NAOMI ONUMAH
Ms. Naomi Onumah is a lawyer with the Ghana Communication Technology University (GCTU), where she has worked for the past decade. With a strong legal, professional, and academic background, Ms. Onumah brings expertise in dispute resolution, legal drafting, regulatory compliance, corporate governance, alternative dispute resolution, workplace administration, and the promotion of institutional integrity to the board. She holds an LLM in Alternative Dispute Resolution from the University of Ghana and is a member in good standing with the Ghana Bar Association and a member of the African Women Lawyers Association (AWLA).
